I recently purchased a Scarecrow for my pond. This type of Scarecrow is similar to a sprinkler with an adjustable motion sensor, and a timer. You attach a regular garden hose and turn on the water. Every time an animal steps within the area you have set, it receives a 3 second blast of cold water. It works great. You can get them online for between $59-$85 or at a local pond store at around $89. You will probably need at least two. If they don't work, you can always get a refund. I would use a plastic mesh which is sold in rolls. Your height sounds okay.
For posts I would drive metal stakes into the ground with a slide hammer which you can rent. You may have seen highway crews use a slide hammer for stakes for small signs.
Affix the mesh to the stakes with electrical ties - the same thing cops use for temporary hand cuffs. However you can use lighter weight versions readily available in Lowes/Home Depot electrical departments. This arrangement will be easy to dismantle and store during the winter.
For gate(s) I would simply affix a section of mesh to the stake with twine or light weight rope. Simply roll the section of mesh back for ingress/egress.
The mesh need not be very tight between the stakes - non natural floppy stuff tends to defer animals.
This should be under your $400 budget
The rabbits are another problem. The above will work if they do not dig. If they dig it will be a challenge.
