Albino guy holds the neck of the deer and touches the kids to let them feel how it does. anyone know the movie?

this movie i'm looking for has an albino character and the only scene i remember really well is where these guys shoot a deer and the albino guy holds the neck and touches the other guys to show the pain. at the end of the movie he walks into the storm and dies by lighting. i'm looking for the name of the movie. can anyone help me? i've only seen it once and i want to see it againAlbino guy holds the neck of the deer and touches the kids to let them feel how it does. anyone know the movie?

When Sheriff Barnum (Lance Henricksen) investigates the death of an elderly rural resident, he discovers a teenage grandson (Sean Patrick Flanery) living in the basement. Raised by his grandparents, Jeremy ';Powder'; Reed, has experienced the world only through books, never leaving the family farm. He is sent to a state home for boys, where he has trouble fitting in socially. His odd appearance and unusual abilities cause the smalltown residents to fear and ridicule him. I watched this several weeks ago and think that I appreciate it more than when it made its first rounds on movie channels a decade ago. It certainly has developed a following, qualifying it for cult status.

Fantasy blends with drama in this tale of a 16-year-old albino (Sean Patrick Flanery) dubbed ';Powder'; (because of his stark-white skin). After an isolated existence in his grandparents' cellar, he's introduced into a small Texas town, where a pair of educators (Mary Steenburgen and Jeff Goldblum) learn that Powder can control electricity and has an IQ that Einstein would envy. But Powder soon arouses prejudice -- particularly by the local bully.
